HOW TO PURCHASE A TRAVELING BIRD

Today, it is not easy to find people who are reviving the traditions of national equestrian hunting with birds of prey, because this “pleasure” is not at all cheap. To do this, you need to have not only professional rangers-hunters, a station for breeding and hunting of birds of prey, a station for breeding game, stables, a kennel, but also hunting grounds itself, where to keep all this, but also to be an enthusiast of the revival of national traditions, since no income with such costs from all this occupation is simply impossible to obtain. But the true connoisseurs of the national Russian traditions still remained, and they diligently revive the hunt with birds of prey. This is exactly what the National Foundation of Saint Trifon, the patron saint of hunters and fishermen, is doing.

The acquisition of a bird is a very important step for the falconer and his family. The hunting bird is the same hunter’s partner as the dog is the starting point in our attitude to falconry, and we insist on it. By inviting all those interested in hunting with a bird of prey and already engaged in such to constant communication, we are confident that the journey to the falconers should not begin with the possession of a bird doomed to the owner’s experiments, but with an acquaintance with enthusiastic and experienced hunters — your colleagues.

How and where to buy a bird? There is an exact answer to this question: the bird must be purchased legally. In accordance with the “Law on the Animal World” and the by-laws that follow it, birds of prey belong to the part of the fauna of our country, the control of which is entrusted to the Ministry of Natural Resources of the Russian Federation, which has its own territorial bodies in all subjects of the federation – these are regional departments of natural resources and environmental protection.

Birds can be either withdrawn from nature or born in captivity. If a bird is born in captivity and is purchased in a nursery or a zoo, it must be ringed with a fixed (solid metal) ring marked with a razvodchika. The breeder is obliged to issue a document on the bird’s origin to the new bird owner (certificate, certificate) indicating the marking of the individual fixed ring, certified by a local authority of the Ministry of Natural Resources of the Russian Federation. One of the documents certifying the change of ownership must be drawn up: a deed of gift (certified by a notary), a sale and purchase agreement with a cash voucher (when calculating in cash) or with an invoice and invoice (with non-cash payment). And finally a veterinary certificate or certificate. A bird can be labeled with a transponder (a magnetic microchip with a number is inserted through the cannula under the skin or into the muscles, and the number is read by a special scanner brought to the bird), but this is a less common method of identifying the bird than a fixed metal ring.

All of the above applies to any bird of prey born in captivity, regardless of what species it belongs to, including hybrids. With these types of tagging and documents, you are not afraid of any inspection of any agency in Russia, but only if you do not take the bird out of the country (border customs control).

So, you buy a bird born in captivity. Be sure to ensure that:

The bird is tagged and you can reliably establish its individuality.
You are sent the originals of all necessary documents.
all documents indicate the marking of an individual bird tag
If you want to get permission to take a bird out of nature – simply speaking, fishing, then, depending on the type of bird, you will have to deal with the authorities of the Ministry of Natural Resources at various levels. We consider the species of birds of prey, traditionally used as hunters, so two options are possible.

The first. You want to catch a goshawk or a sparrowhawk – these species are not listed in the Red Book of the Russian Federation, and permission to catch them is issued at the local level – in the regional center. It is necessary to submit a written application addressed to the head of the regional administration and get either permission to catch or a written refusal to issue such permission. Do not forget that a positive decision will largely depend on your ability to communicate with the official and convince him of your competence, including with the help of more experienced fellow falconers;

Second. You want to catch a golden eagle, a saker falcon, a peregrine falcon, a gyrfalcon – these species of birds are listed in the Red Book of the Russian Federation, and the issuance of permits for their capture is carried out at the federal level and is within the exclusive competence of the Environmental Protection Service of the Ministry of Natural Resources.
